This person seems to be someone important - perhaps someone involved with the hotel, or it may even be a relative or descendant of Aggie Grey or Aggie Grey herself? I think that may actually be Aggie Grey! She was important enough to have the main dancer lie down in front of her to have her step on - apparently a pretty common move for important women in dances here. Note the epic cartoonish yell at the beginning of the video.
